In what can be termed a big step towards upgrading core civic infrastructure and public services across the national capital, the Delhi government, on Wednesday, inked a major MoU with IOCL. The agreement was signed in the presence of Chief Minister Rekha Gupta, senior ministers, officials, and representatives of IOCL and will be implemented across five key sectors: flyover beautification, healthcare enhancement, clean drinking water access, transport facilities, and green energy initiatives.
A Multi-Sector Partnership for Delhi
According to officials in the government, it reflects Delhi’s vision of a cleaner, more organized and citizen-friendly urban environment. “This partnership will fast-track ongoing efforts on pollution control, plug gaps in essential services and improve the quality of life for citizens,” the senior official said.
The MoU entails, among others, a broad commitment of IOCL over the next three years with substantial support in financial and technical terms under CSR as well as infrastructure development.
Flyover beautification and urban improvements
Among the major centerpiece initiatives under this agreement will be the adoption and beautification of five major flyovers — IIT Delhi, Panchsheel, Punjabi Bagh, Chirag Delhi, and Mukarba Chowk — along with a 500-metre stretch of Aurobindo Marg. These major urban corridors, seeing heavy use by the commuters, will see aesthetic as well as functional improvements contracted through outside agencies, with operations coordinated with the Public Works Department. Strengthening Healthcare Infrastructure
In a big boost to public healthcare, IOCL will provide special medical equipment valued at ₹70 crore to key government hospitals — Lok Nayak Hospital and the Delhi State Cancer Institute. This is part of plans to equip the two leading healthcare institutions with the latest diagnostics and treatment technologies, including a 3-Tesla MRI, a 256-slice CT scanner at LNJP, and a high-energy linear accelerator at DSCI, which is likely to boost diagnostic accuracy and treatment outcomes for patients.

Access to safe drinking water is one of the top agendas of the Delhi government.
