Delhi Government Looks to Benefit from Union Budget 2026
Delhi Chief Minister Rekha Gupta on Monday said the city plans to push for the proposed Narela education hub to be included among five new university townships announced in the Union Budget 2026. Speaking at a press conference at the Delhi Secretariat, she described the budget as development-focused and highlighted allocations that could significantly benefit Delhi.
Gupta framed the budget as evidence of stronger coordination between the Centre and Delhi, emphasizing that increased central funding could fast-track key projects in the Capital.
Union Budget Boosts Funding for Union Territories
The Union Budget saw a major increase in capital transfers to Union Territories with legislatures, including Delhi, Jammu & Kashmir, and Puducherry. The allocation has more than doubled, rising from 6,275 crore to 15,380 crore.
While Delhi’s exact share is yet to be finalized, officials are optimistic that the enhanced allocation will provide a substantial boost to infrastructure projects in the city.
An official explained, “States will now submit proposals for projects that require central funding. The Centre will review them and allocate budgets accordingly. With nearly double the allocation, Delhi hopes its share increases proportionally.”
Special Assistance to States for Capital Investment (SASCI)
Chief Minister Gupta highlighted the expansion of the Special Assistance to States for Capital Investment (SASCI) scheme. This program provides 50-year interest-free loans to fund infrastructure projects and has seen its national allocation rise from 1.5 lakh crore to 2 lakh crore.
Delhi, which received 825 crore under SASCI this fiscal year for projects like Delhi Metro Phase-IV and road upgrades, expects to gain even more from the increased funding.
Gupta noted, “SASCI funding has nearly doubled for the three UTs. Delhi will use this central assistance to fast-track projects such as roads, flyovers, public transport, water supply, and sewerage, without adding extra pressure on the state budget.”
Introduced in 2020-21 to address financial stress from the Covid-19 pandemic, SASCI now includes all Union Territories with legislatures, enabling Delhi to plan major infrastructure improvements.
Direct Central Assistance for Key Projects
In addition to SASCI, the Union Budget earmarked 1,348 crore in direct assistance for Delhi. Chief Minister Gupta highlighted the Chandrawal Water Treatment Plant as one project that will significantly improve water supply and pressure in older areas of the city.
Delhi Police operations are fully funded by the Centre, with 12,503 crore allocated for salaries, vehicles, technology, and security infrastructure. This allows the Delhi government to direct its own resources toward schools, hospitals, roads, water, and welfare programs.
Support for Youth, Skills, and Employment
Gupta also welcomed provisions in the budget aimed at boosting youth development and the services sector. Initiatives include building hostels for women, promoting skill development, and creating employment opportunities.
The budget proposes tax-free cloud storage to encourage data centers and the establishment of Content Creation Labs in thousands of schools and colleges. These labs are aimed at promoting the animation, visual effects, gaming, and comics (AVGC) sector.
“Delhi is a services-driven state,” Gupta said. “We want to ensure the city’s youth have platforms to showcase their creative talent and access employment opportunities within the Capital.”
Boosting Infrastructure and Connectivity
Infrastructure and connectivity remain a priority for Delhi’s development. Gupta cited the Delhi–Varanasi high-speed rail corridor as a project that will improve travel efficiency and boost tourism, trade, and employment.
Additionally, a new 10,000 crore fund for small businesses was announced in the Union Budget, aimed at supporting local entrepreneurs and reinforcing Delhi’s role as an economic hub.
Education Hub Proposal: Narela
